Phyllis V. Sheppard: Former Casselberry councilwoman was ‘tireless worker’
Phyllis V. Sheppard was one of two women elected at the same time to the Casselberry City Council in 1986. It had been a first in the city’s history. She defeated three men, including two former council members, for that seat.
